Waseda housing program updates: data sheets, a Delavan parcel and a Habitat for Humanity partnership

Representatives from Lucida and the Waseda housing initiative updated Walworth County's Finance Committee on May 21 about planning work and emerging partnerships intended to spur affordable housing in two pilot communities.
Derek Diori of Lucida said his group has completed two consulting maps identifying community sites and is preparing data sheets that will quantify housing gaps, fiscal impacts and school‑district consequences. He said the group may hire a firm (Ehlers or Mogenberg Research) to audit the data before sharing it with the communities.
Pam Carper, Waseda's program manager, described recent coordination with Habitat for Humanity representatives and local partners on at least one Delavan parcel. She summarized the proposed approach as following a community land‑trust style model and said buyer qualifications and owner‑occupancy restrictions would be enforced: "It cannot be flipped. It cannot be sold for profit above and beyond a certain percentage for a certain period." Carper said the partners plan to finalize proposals and that one parcel remains pending approval under Delavan's RFP process.
Carper also updated the committee on staffing and the recruitment portal, noting a recent deputy director hire (Joel Espinosa) is working remotely after a recent injury and that the recruitment portal launch is imminent; she said final program costs for some consulting tasks were not yet available.
Next steps: staff will complete the data sheets, pursue any needed consultant audit, and report back with cost estimates and any formal requests for county funding or approvals.
