Trussville council adopts rezoning, conveys parcel to First Baptist, approves school-warrant refunding and several appointments

The Trussville City Council voted to rezone 421 Alabama Boulevard from R6 (mobile-home residential) to RG (garden residential) and adopted an ordinance to convey a small, city-owned strip of land to First Baptist Church of Trussville.
After a public hearing with no speakers, Councilor Jackson moved to suspend the rules and adopt Ordinance 2025-035-PZ to rezone the property; the motion passed by unanimous roll call. Councilor Far then moved and the council approved Ordinance 2025-036-ADM to declare the described parcel surplus and convey it to First Baptist Church of Trussville; the roll-call vote recorded four yes votes and one abstention by Council Miller.
The council also approved Resolution 2025-60 to issue 2025 general-obligation school warrants as a refunding measure. Mayor Short said the refunding is “to get is it right around a million dollars, guys, to get a million dollars back,” and staff told the council the move would not change the length or payment terms of the debt and that final market conditions would determine the timing.
On personnel and operations, the council unanimously approved Resolution 2025-61 authorizing the city to hire retired school-resource officers and retired fire medics on a part-time basis under state retirement caps; staff explained the state cap contribution this year is “right around $52,000.” Councilors said the measure would let the city re-use certified experience at a net savings while maintaining safety in schools.
The council also approved Resolution 2025-63 to provide longevity pay to eligible city employees. Mayor Short told the body the amount was budgeted at $91,000 with an additional roughly $11,000–$12,000 expected from RSA funds to cover the payroll impact.
Several board appointments were confirmed. By separate resolutions the council appointed Alan Taylor to the Utilities Board to complete the late Eddie Seal’s term and approved Clint Smith for the Planning and Zoning Commission. The council also accepted the resignation of Rob Langford from the Veterans Committee and appointed Ryan Healey to that committee.
City officials said the parcel conveyed to First Baptist is a narrow strip the city no longer wishes to maintain; council members said conveying the property will shift maintenance responsibility to the church. Resident Jimmy King asked about the exact parcel and staff identified its location and scope.
The council votes took place after an earlier workshop in which members discussed several policy items, including a lengthy review of proposed changes to the school-board selection process and limits on term renewals. Following the votes the council heard a financial update and a series of routine departmental reports.
The council then moved toward an executive session to discuss a prospective trade and commerce matter and did not return to public business during the session.
