The Trussville City Council on Tuesday approved a package of ordinances and resolutions covering city property, telecommunications franchises, a new municipal license for vape retailers and several civil‑service and pay‑plan changes.
Council President Short opened the meeting and the council moved through routine proclamations before taking up several ordinances. Councilor Cook presented an ordinance (2025-23 ADM) declaring five undeveloped parcels along Alabama Boulevard surplus; the council approved the measure on a unanimous roll‑call vote. Councilor Cook then presented ordinance 2025-024 AD authorizing the mayor to sign purchase and sale agreements for small “garden home” lots on Alabama Boulevard, which council members said are being sold at $30,000 each; the ordinance passed by unanimous roll call.
Two non‑exclusive franchise ordinances granting local rights‑of‑way access passed next. Councilor Taylor introduced ordinance 2025-025 ADM to grant a franchise to Unity Fiber GCO LLC to construct and maintain fiber‑optic lines within the city right‑of‑way; the council approved the ordinance by unanimous vote. Councilor Taylor then offered ordinance 2025-026 ADM to renew a similar franchise with Southern Light LLC; the renewal passed on a unanimous roll‑call vote.
Councilors also adopted an ordinance (2025-027 ADM) establishing a municipal license and regulatory framework for retailing consumable vapor products within Trussville. Councilor Bright moved the measure and it was adopted by roll‑call vote. During debate councilors described the measure as a licensing and enforcement mechanism rather than a ban.
On personnel matters, Councilor Taylor moved ordinance 2025-028 ADM to adopt amended rules and regulations for the city Employee Civil Service Board; councilors said the changes clean up language and align local policy with prior workshop discussions. The council also approved a set of related resolutions to adopt an updated salary administration guide and pay plan (resolution 2025-42), a recommended job classification for a Public Works Director (resolution 2025-43) and the job classification for Executive Assistant to the Mayor (resolution 2025-44, a position identified in the meeting as held by Stacy Frasier). Councilors said the classification and pay‑plan documents were discussed at length in workshop sessions and will be posted online after finalization.
The measures drew limited floor debate and were approved by unanimous voice or roll‑call votes as recorded by the city clerk. City officials said the parcel sales will be effective upon adoption and any required publication; the city noted the small lots were acquired with no initial purchase cost to the city and will be sold at market value.
What’s next: ordinances become effective according to the city’s rules for publication and execution; franchisees and the city will proceed with permitting and construction on approved terms.
