Beaufort County board approves new 5 p.m. start time after debate over executive-session timing and representation

The Beaufort County Board of Education voted Feb. 3 to adopt a revised meeting schedule that starts regular meetings at 5 p.m. and shifts student performances and recognitions later in the evening, a change supporters said will allow the board to handle administrative business earlier.

Board clerk Robin Cushingberry and proponents including Ms. Boatwright framed the change as a way to "front-load" business items so important administrative work can be completed before performances and so executive session can still occur at the end without compressing discussion time. Cushingberry said the plan rearranges the agenda so board action and committee reports happen early, with student performances around 6 p.m.

Board member Smith opposed the change in part because he said executive sessions scheduled at the end of meetings can force staff and others to stay late: "I don't want our employees to be here late," he said during the discussion, arguing that moving executive session later could impose burdens on staff who travel from farther away. Smith also raised concerns that officer roles appeared concentrated in one geographic part of the county and urged broader representation among officers.

Ms. Boatwright, citing standard practice and the South Carolina School Boards Association recommendation, said placing executive session at the end avoids rushing important legal and personnel discussions and helps preserve substantive deliberation.

After discussion the board voted to adopt the revised agenda and meeting timing. The motion carried after members registered ayes and nays by voice/hand vote; the chair recorded votes and the board continued under the updated schedule.
