Health director reports transfer-station planning, beach testing schedule and outreach plans

Health Director Andrew Petty told the Marblehead Board of Health that a flag-disposal bin has been installed at the transfer station and a new waste-oil tank is open for use, subject to attendant check-in. He said staff are exploring value-engineering and prefabrication options to reduce construction costs for planned infrastructure projects and that bids for a larger project are expected to be issued in October when contractor interest typically increases.
Petty said a feasibility study will examine a Construction & Demolition (C&D) building, sticker cameras and other measures to assess costs and potential revenue streams. He also said bathing-beach water testing is performed every Wednesday and results are posted on the state website; board members were directed to the town website beaches tab for the link. Petty reminded members that fiscal 2026 budgets are due Sept. 6.
Earlier the board approved a motion directing Petty to look into staging a wellness fair at the community center in January. Members also agreed to continue discussions with the school department about possible substance-abuse talks, including a potential November evening at the high school auditorium. Tom Massaro gave a brief update on the Mental Health Task Force, naming Mark Libon as the new chair and calling the recent wellness fair a success.
The board did not take votes on construction funding or changes to transfer-station operations at this meeting; next steps include feasibility work and eventual bid solicitation.
