Otis tasks Finance Committee to update capital plan and awards culvert contract

At its May 28 meeting the Town of Otis Selectboard voted to formally task the Finance Committee with updating the town’s Capital Planning policy and database and took several infrastructure actions.
Brandi Page told the board that residents lack awareness of the town’s capital assets and noted a recent Department of Revenue review with recommendations. Jim Crandall said he had begun reviewing records. Larry Southard moved to assign the Finance Committee to update the Capital Planning policy and documents; Terry Gould seconded and the motion passed.
On procurement, bids for the North Blandford culvert were opened. Western Earthworks submitted a bid of $122,500 and Clayton Davenport submitted a bid of $100,000. The board voted to award the work to Clayton Davenport pending MassDOT prequalification. The motion passed unanimously.
Brandi Page also presented an amendment for the town’s MassWorks grant; the amendment extends the award to June 30, 2026. Chair Gary Thomas was asked to sign the amendment and provided his signature.
The board also appointed Cynthia Fletcher as an alternate to the Revitalization Committee and noted that Sue Brofman will step down from Revitalization after election to the Finance Committee.
