Mayor Scott told the board that item 11 is an amendment to a regulatory ordinance the board passed on June 2 and that the amendment would add a six‑month moratorium on any application for data centers in Little Rock tied to an earlier memorandum of understanding from April 29, 2025.
"At the crux of it is to add an amendment to include a moratorium of 6 months to any application for data centers as relates to the city of Little Rock," Mayor Scott said. He told directors the ordinance before them on July 7 will implement that moratorium and that the body will go through an overview of the June 2 ordinance during the next meeting.
Directors asked for confirmation that a more detailed discussion of data centers would proceed on July 7; Mayor Scott said it would. The board did not take a vote during the agenda‑setting session; the item was set for fuller discussion at the scheduled meeting.
