Little Rock staff: Pulaski County will fund Southeast Trail phases 2–3; MOU will define responsibilities

The Little Rock Board of Directors heard details about resolution 3, which would authorize a memorandum of understanding to allow completion of phases 2 and 3 of the Southeast Trail within city limits.
Director Miller asked for a high‑level summary of the MOU. A city staff member said the project is being led by Pulaski County Road and Bridge and that phase 1 of the trail, done as a partnership, was completed last year. The staff member said the upcoming phases will be funded by Pulaski County and that the MOU "will clearly explain what each entity will do, what the county is responsible for, and what the city is responsible for." The staff member added the MOU will address who pays for construction, how maintenance will happen and similar terms.
Board members asked whether the city will have any fiscal obligation. The staff member told the board there is no fiscal impact anticipated for the city for these phases and that the document is standard partnership language. The city attorney will have an opportunity to review the MOU before it is executed, and staff said they will circulate the draft to any board member who requests it.
The board instructed staff to provide the MOU for review; the city manager is authorized under the pending resolution to sign the agreement on behalf of the city once legal review is complete. The item is scheduled for final consideration on the July 7, 2026 agenda.
