Cochran — The Cochran City Council voted unanimously on Feb. 10 to approve a conditional‑use application from Elevation Worship Ministries, Intl. to operate at 123 N. Fifth Street as a place of worship and to host an educational ministry serving girls in grades 4–7.
City Manager Richard Newbern told council that the Planning Commission held a public hearing on Feb. 2, 2026 and voted unanimously to recommend approval. The council opened and closed a public hearing at the Feb. 10 meeting; no public comments were received during the hearing. Council Member Gary Ates made the motion to approve the conditional use and Council Member Shane Savant seconded; the vote was unanimous.
The permit approval allows the church to operate its educational ministry at the stated address subject to any standard conditions for conditional uses in city code and any site‑specific requirements applied by the planning department. City staff did not announce additional special conditions during the meeting.
