Ochs asked O'Connor why he had taken that action after previously giving strong recommendations for Mann during the application process. O'Connor said he wanted a copy of Mann's marijuana facility application to try to find a possible co‑owner and requested the village provide it. Ochs agreed to supply the application if the request is made in writing.
The council did not take formal action on the matter at the Sept. 15 meeting; Ochs said the $60,000 deficit would be discussed at a future meeting. The minutes record the potential impacts to local programs but do not specify exact budget line items or how the gap will be closed.
