President Ralph Ochs called the meeting to order at 7 p.m. The council adopted the meeting agenda and approved prior meeting minutes and financial reports without substantive debate. Payment of bills was approved by roll call vote.
On a motion by Council member Bob Wallin, supported by Council member Carla DeVoll, the council agreed that any existing applicant or location may submit a $250 renewal fee annually concurrent with the state-required renewal process. The motion passed by verbal vote: six in favor, one opposed.
Council members and staff used the president's report to outline several infrastructure and operations items. Ochs said village crews are repairing potholes and upgrading street signs, and noted the S. Straits Highway project is moving forward with a July letting. He also said the village is actively seeking a replacement truck with a plow to maintain roads.
The council discussed South Park improvements, focusing on the next phase of playground additions and a proposal to extend a wide sidewalk from the swing area to the pavilion to provide handicapped access from parking; the council left the specifics for future meetings. Ochs reported the village is pursuing approval to expand services at the village campground to up to 30 sites but no formal action was taken at this meeting.
Council member Carla DeVoll introduced a resolution to amend the village's marijuana ordinance to permit separate fees for first-time applicants and renewals; the council scheduled further consideration for the April meeting. The body also received a proposal to establish a managed public Facebook page coordinated with the village website and asked members to review the plan ahead of the next meeting.
