Mayor Kevin Guitar called the meeting to order at 7:06 p.m. and noted councilmembers Capling, Wood, Woodke and Woodward were present. After adding two items to the agenda — a Michigan Mobile Blasting bill and a procurement for dugouts and benches from Beacon Athletics — the council approved the agenda by unanimous vote.
The council approved routine business by motion, including the Dec. 17, 2025 special meeting minutes and payment of the December 2025 bills totaling $202,944.94. The body also approved individual vendor payments: Dave's Glass LLC for $9,950.00; Fleis & Vandenbrink for $40,150.00; Ferris Schwedler & O'Mara PC for $330.00; BioTech Agronomics for $12,126.40; and Michigan Mobile Blasting for $2,256.00. All vendor payments were approved unanimously.
On appointments, Councilmember Woodke moved and Councilmember Woodward seconded to appoint Sam Capling to mayor pro‑tem; the motion carried unanimously. The council also approved the 2026 council committee assignments and board/authority and commission appointments. Councilmember Woodward moved, Councilmember Capling seconded, and the council approved Kyle O'Mara as the 2026 city attorney.
In a separate action, the council adopted Resolution 2026‑01, "Approving AFSCME Union Contract," by unanimous vote.
