ICC board asks Selectmen for one‑year extension on gym building acquisition

The Island Community Center (ICC) board asked the Town of Stonington for more time to complete an intended acquisition of a gym building and adjacent land, citing pandemic‑related delays and fundraising uncertainties.
Phil Elkin, who spoke for the ICC board, told the Selectmen the group has operated for about 18 years and has made progress on community programs but found it could not take possession of the building this year. He said the board needs time to finalize financing, complete surveying and assess the work and costs associated with the acquisition.
Town Manager (TM) Billings and Selectmen discussed next steps, including a closer review of the current rental agreement and the ICC’s financial statements. The TM told the board that, depending on staffing additions the ICC may propose—such as a development position to pursue grants and fundraising—their operating budget could reach roughly $500,000 including capital support raised through donations.
Selectman Evelyn Duncan asked about the ICC’s cash position and operating plans. The Selectmen agreed to reconvene to review the ICC’s financials and the rental agreement and to determine whether a town meeting vote would be required for any extension or transfer of property rights.
No formal vote to approve an extension was recorded at the meeting; the board asked the ICC to return with detailed finances and a proposed schedule for acquisition work.
