The Harford County Board of Estimates approved a series of procurement awards and contract modifications at its Feb. 24 meeting, including vehicle upfits, a bridge design contract, facility accessibility work, fleet replacements and multiple service contract extensions.
Captain Scott Walter presented Solicitation No. 26-268 seeking vehicle upfit parts — emergency lighting, sirens, partitions, consoles, weapon mounts and computer mounts — recommending multiple vendor awards under a piggyback State contract with a not-to-exceed amount of $350,000 per year. The motion was moved by Treasurer Robert Sandlass, seconded by Joseph Siemek, and unanimously approved.
Matt Miller (Public Works) requested approval to award $547,649.75 to MDOT SHA for design of the replacement of Bridge H-0078 (Moores Road over Saw Mill Creek). Miller said federal funding will cover 80% of the design cost and Harford County will reimburse MDOT SHA for the remaining 20%.
Melissa Cox (Public Works) said the existing wheelchair lift at the Harford County Circuit Courthouse "is currently out of order and cannot be repaired due to its age and the parts being obsolete." Because the county is required to provide ADA access, the Board approved $79,965 to Delaware Elevator for a replacement.
Other approved items included: • One 2026 Chevrolet Tahoe 4WD K9 unit for the Sheriff's Office — award $58,777 to Hertrich Fleet Services; the replaced 2017 Interceptor (unit #20) is expected to fetch about $5,000–$7,000 at auction. • One CrackPro 125 DA crack sealer — award $74,477.38 to Decker Enterprises t/a SealMaster with a $5,000 trade-in value for the old unit. • Change Order #1 for on-call water and sewer construction services adding up to $300,000 for the final option year (new final option-year cap $1,300,000) to Frank J. Goettner Construction Co., Comer Construction, and EMH Environmental. • Change Order #1 for snow and ice management services for 78 county locations adding up to $300,000 for the final option year (new final option-year cap $765,000) to Bry's Lawn Care & Landscaping, LLC. • An annual contract for testing and repair of county-owned backflow preventors — award up to $582,340 per year to Langenfelder Mechanical, Inc.
All motions were recorded as unanimously approved by the Board under Section 41-25 of the Harford County Code. The meeting adjourned at 1:40 p.m.
