Madison Parish Police Jury accepts 2024 tax recap, transfers $30,258 for Public Works and authorizes transit grant filings

President Jane Sanders called the Madison Parish Police Jury to order on Sept. 23 in Tallulah and the panel convened first as a Board of Review to consider the 2024 ad valorem assessments.
Secretary/Treasurer Margarett Dew reported that no taxpayers appeared to protest and that no written or oral complaints had been received prior to the meeting. Dew read a letter from the Tax Assessor and certified figures for the 2024 Grand Recap: a taxpayer amount of $12,564,348.04 (not including homestead exemptions) and $14,180,574.78 with homestead exemptions. The jury adopted Resolution No. 2024-09 accepting the Grand Recap as fixed by the Madison Parish Tax Assessor, recording a Taxable Value of $113,927,628.00. The resolution text records YEAS: Hicks, Wilson, Hughes and Sanders; NAYS: None; ABSTAIN: None; ABSENT: Ogden.
A motion to issue the Board of Review results to the Louisiana Tax Commission was made by Mr. Ogden and seconded by Mr. Walker and carried by roll call.
After adjourning the Board of Review and convening the regular session, the jury approved its consent agenda (Sept. 9 minutes, the August financial report and the outstanding invoice report) on a motion by Mr. Dave Wilson, seconded by Mr. Jerry Hicks. The body also authorized the Secretary/Treasurer to pay outstanding invoices as funds become available.
On reassessment and millage, the Secretary/Treasurer explained state requirements for periodic reassessments and the adjustment of millage to equal prior-year tax collections when property values change. On that basis, the jury voted to adjust the millage rate consistent with statutory requirements; the motion was offered by Mr. Hicks and seconded by Mr. Hughes and carried.
Addressing a shortfall in Public Works payables for bayou cleanup, the jury authorized a transfer of $30,258.46 from the Building Fund to the Public Works Fund to cover current payables. The transfer motion was made by Mr. Hicks and seconded by Mr. Wilson and was approved without further discussion.
The jury reviewed district reports and adopted a draft Compensatory Time Policy as presented; the motion to adopt was offered by Mr. Hicks and seconded by Mr. Hughes. Mrs. B. Rogers, president of the Rotary Club, requested permission to sell fish dinners on the courthouse square on Oct. 10, 2024; the jury granted the permit on a motion by Mr. Hicks, seconded by Mr. Wilson.
The body also approved Resolution No. 2024-10, authorizing the filing of an application with the Louisiana Department of Transportation and Development for FTA programs including 49 CFR 5311 and 49 CFR 5339. The resolution authorizes Mike Rome, Executive Director of the Madison Voluntary Council On Aging, to execute and file applications, Title VI assurances and related documents, set minority business policies for the procurement process, and to execute grant contract agreements on behalf of the Madison Parish Police Jury for a one-year period unless revoked. Mr. Hicks moved and Mr. Wilson seconded the motion to authorize Mr. M. Rome to sign the applications and related documents; the motion carried.
There was no correspondence or public comment later in the agenda. Mr. Hicks moved to adjourn; the meeting was closed and the minutes were signed by Secretary/Treasurer Margarett Dew and President Jane Sanders.
Ending: The jury concluded its regular meeting after approving the items above; no votes failed and there were no public protests recorded during the Board of Review.
