Harford County Veterans Commission reviews 24 assistance requests, upcoming events; approves February minutes

The Harford County Commission on Veterans’ Affairs met March 5, 2026, and reviewed 24 assistance requests ranging from benefits and claims to housing and financial help, discussed pending legislation in Annapolis, approved its February meeting minutes, and reviewed a calendar of upcoming veterans events and services.

Chairman Bob Brown reported the commission received 24 assistance requests in November: 7 for benefits and claims, 4 for housing, 3 for healthcare, 5 for financial help, 2 for taxes, 0 for food insecurity, 1 for education benefits and 2 for employment. Brown also relayed an individual case in which a veteran said the Department of Veterans Affairs notified him of a $37,000 overpayment that the veteran attributed to an error by his claims representative; the commission recorded the report but no resolution was reported at the meeting.

During brief business items the commission voted to approve the February meeting minutes. The motion was made by Ryan Richardson and seconded by Colonel Troy Johnson; the minutes state the motion was approved but do not record a vote tally.

Members and staff reviewed recent outreach and projects. The APG Retiree Council has moved to virtual monthly meetings, while planning continues for July 4 parade participation and a Veterans Trail project proposed by Legion Post 39 that would identify memorial locations around the county and issue a challenge coin upon completion. The chair asked commissioners to update a VSO-alignment list and record at least quarterly visits to assigned organizations; minor assignment changes were noted (John Favara to Legion Post 39; Christine Miller-Lane to the MCL; Jay Ellenby and Tim Farmer to VFW Post 5337).

The commission ran through a calendar of upcoming events and volunteer opportunities: a Sharing Table at Legion Post 17 on March 7; a Salute to Veterans dinner and dance on March 7 in Jarrettsville; a USO Show and fundraiser on March 14; a disabled-veteran hunting event March 16 (limited to four veterans per event); Gilchrist’s Welcome Home Vietnam Veterans Day on March 22; a Welcome Home event at Legion Post 47 on March 29; Harford Community College’s SALUTE induction on April 22; and a VSO Open Mic listening session on April 29. The minutes note a VA Claims Clinic at the Edgewood Recreation Center on May 14, run by the VA and capable of seeing up to 110 people; commission volunteers are asked to help set up and break down.

Committee and workgroup updates included the start of planning for a Veterans Resource Fair and progress on a Strategic Plan Workgroup effort to compile an organizational list that will inform improvements to the county Resource Guide. The April 29 VSO session was listed as meeting one strategic-plan objective for improved VSO collaboration.

In member reports, Christine Miller-Lane outlined Memorial Day and flag-retirement activities for American Legion Post 182; Colonel Troy Johnson, APG Garrison Commander, said trusted-visitor procedures at Aberdeen Proving Ground are no longer activated and visitors are being randomly screened while the post’s public affairs office is focusing posts on life, safety and health messages; Barbara Travers of Harford Community College reported more than 250 military-affiliated students registered for the fall term, with more than 150 using VA education benefits and $213,000 in tuition funded through VA benefits, plus counts by benefit chapter (45 using Chapter 33, 15 Chapter 31, 80 dependents using Chapter 35).
