The Madison Parish Police Jury met Sept. 22, 2025 in Tallulah and acted on routine business including approval of the consent agenda, authorization to pay outstanding invoices, a lease for a polling place in Precinct 3, adoption of an ordinance to sell adjudicated property at 804 ½ Holt St., and approval of Scott Airport's six-year capital improvement plan.
President Jane Sanders called the meeting to order and the jurors confirmed a quorum. Early in the meeting the jury voted to amend the agenda to add C. Gonzales of Dysautonomia Louisiana so she could present; that amendment passed on roll call with four yeas and one absence (District 2 absent). The consent agenda (August 25 minutes, August financials and outstanding invoice report) was then approved with a motion by Jerry Hicks and second by Dave Wilson.
The Secretary requested permission to pay outstanding invoices as funds permit; the jurors approved the request on a motion by Hicks, seconded by Wilson. Mr. Johnny Hughes offered a motion to close the Emergency Shelter Account, citing lack of activity; the minutes record the motion being offered but do not record a vote or outcome for that item.
Administrative announcements included a Secretary's statement that roof repairs were expected to begin on or before Sept. 30 and an announcement of the LRPIC Educational Seminar scheduled for Oct. 30 with guest speaker Trevor Fry of the law firm Gold, Weem, Sues, Bruser & Rundell.
In other business, Mr. Mike Rome, president of the Afton Fire District, presented the district's 2024 annual report, noting the installation of eight fire hydrants (four on Montrose Road and four on Hwy 65 South); the jurors accepted the report. The jury also approved a lease agreement with Warsaw Baptist Church for use of its Fellowship Hall at 2845 Hwy 577 South in Delhi as a polling place for Precinct 3, and adopted an ordinance authorizing sale of adjudicated property at 804 ½ Holt St., Tallulah. The jurors approved Scott Airport's six-year capital improvement plan by motion.
During public comment, Frank Williams raised concerns about a sewage problem on Jones Street and asked that the city and parish engineers confer to find a resolution. There being no further business, Mr. Ogden moved to adjourn, Mr. Hughes seconded, and the motion carried.
