Harbor Beach council approves routine payments, park bathroom contracts and traffic-control order

At its Feb. 17 meeting, the Harbor Beach City Council unanimously approved February bills and a $139,050 annual fire-department subsidy, adopted Resolution 2026-06 restricting parking near Lincoln Memorial Park, authorized two AED purchases reimbursed from an opioid settlement fund, and awarded several North Park restroom contracts.
Harbor Beach City Council on Feb. 17 unanimously approved a series of routine payments and contract awards, adopted a traffic-control resolution and authorized the purchase of two automated external defibrillators (AEDs) that will be reimbursed from an opioid settlement account.
The council, convened by Mayor Kevin Guitar at City Hall at 7:09 p.m., approved the meeting agenda and the Feb. 2 meeting minutes. On a motion by Councilmember Capling, seconded by Councilmember Wood, councilmembers voted to pay the regular February bills totaling $161,624.93.
In separate motions the council approved payment of a $360.00 invoice to Ferris Schwedler & O'Mara, a $3,400.00 SCADA invoice, and a $11,157.32 invoice to USA Bluebook. Council also approved the Harbor Beach Area Fire Department annual subsidy of $139,050.00.
Under new business, the council accepted the 2025 Planning Commission annual report. The council approved purchasing two AED units from Cora Medical LLC for $4,318.44; the purchase will be reimbursed from the Huron County Opioid Settlement Fund, as stated in the motion.
The council adopted Resolution 2026-06, approving Traffic Control Order 107-T to prohibit stopping, parking and standing at any time on the Trescott Street Lincoln Memorial Park cul-de-sac. The resolution was moved by Councilmember Capling and seconded by Councilmember Woodke.
Councilmembers also moved several park-related contracts for North Park: Booms Construction, Inc. received two awards — $12,895.00 to install new partitions and ADA grab bars in the South bathroom and $15,350.00 to replace five doors and frames in the North bathroom. Vanerian Painting was awarded a $2,700.00 contract to paint North Park bathrooms, and John's Custom Coatings LLC was awarded $4,400.00 for flooring in the North Park South bathroom. All motions carried unanimously.
