Harbor Beach City Council approves bills and several resolutions, including credit card payments and notice for water project

The Harbor Beach City Council on Monday approved January bills totaling $242,875.14 and adopted a series of resolutions and contracts at a 7:00 p.m. meeting at City Hall.
The council unanimously approved payment of the January 2026 bills and authorized specific vendor payments, including Mainframe for $9,000, Fleis & Vandenbrink for $26,436.43 and PVS Technologies for $10,998.61. Two separate payments to Wood Contracting LLC — $14,000 and $25,647 — were approved with four yeas and one abstention by Councilmember Wood in each case.
During the meeting the council approved the Tri County Bicycle Association contract for 2026 and adopted Resolution 2026-02 to accept credit card payments at Harbor Beach City Hall. The council also adopted Resolution 2026-03 to set an alternate date for the March Board of Review First Taxpayer Appeal Meeting.
On personnel and contracts, Resolution 2026-04 approving non-union contracts for 2026 passed 4-1; Councilmember Woodke cast the lone nay vote. The meeting record shows the motion was moved by Capling and seconded by Wood.
The council voted unanimously to postpone indefinitely Michael Climer’s FOIA reimbursement request for $84.29 and separately approved a smaller FOIA reimbursement of $2.20 for 22 copies.
The body also adopted Resolution 2026-05 authorizing publication of a notice of intent to issue revenue and declaring intent to reimburse for the Water Supply and Distribution System Project, a procedural step toward financing that project.
During public comment, Michael Climer stated he had not filed an appeal for agenda item e. Chief Bucholtz asked the council to consider harassment and the behavior of potential candidates toward current employees when making hiring or appointment decisions, saying such conduct can affect morale. The transcript does not specify which department Chief Bucholtz represents.
There being no further business, the council adjourned at 7:14 p.m.
