With Harbor Commission Chairman Arens present, the Harbor Commission warned the Harrisville City Council it would cancel the planned wine and food festival and that the commission, the harbormaster and harbor staff could depart if the commission did not receive a permit addressing liquor liability. The warning was aired during the Harbor Commission report on the council agenda.
Harbor Committee Liaison Alderman Claseman told the council the harbor is reopening for the season, that the commission is hiring dockhands, and that a generator system is being explored to address power outages. He also announced the Harrisville Harbor Farm Market will begin Saturday, June 7, from 9 a.m. to 1 p.m.
During the report Claseman said the Harbor Commission strongly recommended an ordinance revision to return management of the upper harbor parking lot to the city. The council responded by moving to send Ordinance 88-1 to the Planning Commission for revision; the motion carried 5-0.
The Harbor Commission’s statement that it would cancel a major summer event unless a liquor-liability permit is produced created a public dispute that was revisited during a final public comment period. The transcript records the commission’s position as a warning rather than a formal withdrawal; no formal resignation or cancellation vote was recorded at the meeting.
The council did not take further immediate action to resolve the permit dispute beyond referring Ordinance 88-1 to the Planning Commission and later authorizing staff to research quotes for harbor overlook stairs. The transcript shows officials and members of the public pressing for clarity on who manages the upper parking lot and how festival permits and insurance requirements will be handled going forward.
