St. Martinville council adopts TAP sidewalk application, EV-readiness pledge and multiple contracts

The St. Martinville City Council on July 7, 2025, unanimously adopted a series of resolutions and contract authorizations that city leaders described as advancing infrastructure planning and administrative staffing.
Mayor Jason Willis was authorized to sign and submit a Transportation Alternatives Program (TAP) application to the Louisiana Department of Transportation and Development to widen sidewalks and install pedestrian lighting from Madison Street to SMSH. The resolution, offered by Councilwoman Carol Frederick, passed on a unanimous vote.
The council also approved a contract with C.H. Fenstermaker & Associates, LLC to perform a field inventory of streets needing repairs and to prepare an opinion of probable construction cost; and, on the mayor’s recommendation, authorized a two-year contract with McBade Engineer & Consultants, LLC. Both contract authorizations were moved by Councilman Mike Fuselier and carried without objection.
In a separate resolution, the council authorized Mayor Willis to sign a commitment letter indicating the city’s intention to pursue a Charging Smart designation through Louisiana Clean Fuels, a program that helps local governments plan for electric-vehicle charging. Councilman Fuselier offered the resolution, which the council adopted unanimously.
The council also approved a slate of municipal appointments by resolution, naming Ricky Martin as chief of police and reaffirming Lorrie M. Poirier as city clerk, among other posts; the appointments passed unanimously. Councilwoman Janise Anthony was reappointed mayor pro tempore for one year to act in the mayor’s absence.
What happens next: the TAP application will be submitted to LaDOTD and the Charging Smart commitment letters will be sent, while contracted firms will proceed with the inventories and work scopes specified in the approved agreements.
