Hartland manager reports $5M water bond award, Veterans Memorial praise and property-collection concerns

Township Manager Mike Luce reported several administrative and capital items to the Hartland Township Board on May 5.
On capital finance, Luce said the township completed a bid opening for the first round of a $5 million water bond and that BOK Financial Securities submitted the winning bid with a true interest cost of 3.749733% over 20 years. Luce said the township received a $50,000 good-faith deposit and that bond proceeds should arrive by the end of the month. He said staff will bring a water-main extension project to the board now that funds are expected to be available.
Luce also praised the Veterans Memorial dedication and thanked staff and outside donors and fabricators, noting specific contributions from Fenton Memorials and from Jim Roth of Hell Creek Forge for donated fabrication work on plaque brackets.
On administrative matters, Luce said staff are updating the Township Emergency Management Plan and will incorporate roles for the Hartland Deerfield Fire Authority and the Livingston County Sheriff's Department in the draft. He said assessing staff will visit board and planning commission members' homes and that he and Public Works Director Scott Hable met with the new Ramco owners to discuss new businesses and concerns about residential equivalent units (REUs) in the complex. Luce reported a land-contract default situation, unpaid taxes and utilities, and a requested REU transfer involving properties tied to Floodgate Church and Faith of the Nation; he described those as ongoing issues for staff to address.
The board did not take final action on the water-main project or the property matters on May 5; Luce said benefit renewals will be on the next meeting agenda.
