The St. Martinville City Council unanimously adopted Ordinance 25-03 on March 3, 2025, requiring the installation of easily accessible above-ground water cut-off valves between the city's water meter and any building in two circumstances: when ownership of a building is transferred on public records (other than by inheritance) and before water service may be reconnected to a building that has been disconnected for at least six months.
Councilman Mike Fuselier offered the ordinance and Councilman Jonas Fontenette seconded it. The Council found the valves would help prevent water damage to buildings, avoid wasting water, and reduce risk of low pressure during certain weather events. The ordinance adds Section 7.66 to the city plumbing code and was declared adopted by the mayor.
The ordinance includes procedural language about the plumbing code and applies at the points described; the Council did not attach a phased compliance schedule or a specific enforcement penalty in the text presented at the meeting. The ordinance took effect upon adoption on March 3, 2025, unless otherwise provided by subsequent action.
Councilmembers voted in favor: Mike Fuselier, Carol Frederick, Jonas Fontenette, Janise Anthony and Flo Chatman. There were no nays or absences noted.
