Warsaw awarded $750,000 CDBG grant to fund park, sidewalks and safety upgrades

The Warsaw Village Council on Nov. 19 was informed that the village was awarded a $750,000 Community Development Block Grant (CDBG) to finance park improvements, sidewalk and street work and pedestrian-safety upgrades.
Jillian Flowers of Community Development Consultants of Ohio told the council that the grant will fund two park paths, blacktop surfacing of the River View Community Park playground parking lot, a new pavilion at River View Community Park, an electronic sign on the square, sidewalk and some street paving improvements and flashing crosswalks in a couple of locations. The village has until Aug. 31, 2027, to complete the projects.
The council publicly thanked Flowers and Mike Baker for their work on the application and noted that only eight of these CDBG awards were granted statewide this cycle. Mayor Ed Kent and council members welcomed the grant as a significant capital infusion for park amenities and pedestrian improvements in Warsaw.
The projects announced are capital improvements administered through the CDBG award; the council did not vote on any contract awards or specific vendors at the Nov. 19 meeting. Officials said staff will return with project schedules, procurement steps and any required local match or bidding details in future meetings.
Attendance at the meeting included media representative Mary (WTNS) and Dean Hettinger, who introduced himself as a candidate for Coshocton County Commissioner; neither spoke about the grant during the announcement. The council’s next regular meeting is scheduled for Dec. 17, 2025, when staff are expected to provide further implementation details.
