Springport council adopts 2025–26 budget, OKs $12,823 insurance quote and several agreements

The Village of Springport council adopted its fiscal year 2025–26 budget and approved several administrative agreements and an insurance procurement during its Feb. 13, 2025 regular meeting.
The council voted to adopt Resolution 25‑2, which sets the village budget for the period March 1, 2025 through February 28, 2026. Councilmember J. Bartley moved the resolution and Councilmember K. Bartley seconded; the roll call vote recorded ayes from J. Bartley, K. Bartley, President Joshua Barnette, Cavazos, A. Ward and C. Ward. Severns was absent. The council also adopted Resolution 25‑3, amending the Village budget for the fiscal year March 1, 2024 through February 28, 2025, on a motion by Councilmember A. Ward and second by Councilmember C. Ward; that motion carried with the same recorded attendance.
In other actions, the council approved a custodial agreement with Homestead Savings Bank. Councilmember J. Bartley moved to approve the Homestead Savings Bank Custodial Agreement; Councilmember A. Ward seconded and the motion passed on a roll call vote with Severns absent.
The council authorized Village Manager Saylors to accept a Liability and Property Pool insurance quote in the amount of $12,823. Councilmember A. Ward moved the authorization and Councilmember C. Ward seconded; the roll call vote recorded ayes from all present members and the motion carried. The approval authorizes procurement of the insurance coverage at the quoted cost.
Councilmember C. Ward moved and Councilmember J. Bartley seconded approval of the Michigan Department of Transportation Offer to Purchase agreement as written; the motion passed on a roll call vote with Severns absent.
Clerk/Treasurer Theresa Woolworth took roll prior to business and recorded present: President Joshua Barnette and councilmembers J. Bartley, K. Bartley, C. Ward, Cavazos and A. Ward. The minutes for the Jan. 9, 2024 regular meeting and the Feb. 11, 2025 workshop were approved earlier in the meeting.
Committee reports included a recap from Councilmember C. Ward on the Cemetery Board meeting and a submitted monthly report from Police Chief Lincoln (no details were read into the record). President Barnette said he will research picnic tables for the park and will again contact the Springport Library about providing Wi‑Fi for the park. Under unfinished business, Manager Saylors and Clerk Woolworth reported meeting with Ray Hernandez about updates to the MEDC project. A landlord meeting on rental inspections is scheduled for March 20, 2025, from 7:00–8:30 p.m.
President Barnette adjourned the meeting at 8:58 p.m. The council scheduled its next workshop for March 11, 2025, at 7:00 p.m. and its next regular meeting for March 13, 2025, at 7:00 p.m.
