Harrisville council adopts ethics policy, creates grant and HR subcommittees and approves budget changes

Harrisville Mayor Gehring presided over the City Council meeting on Monday, Oct. 13, 2025, where members approved a new code of conduct and ethics policy, created two subcommittees, and enacted budget adjustments across several funds.
The council unanimously approved Resolution #2025-005, the city's code of conduct and ethics policy, after Alderman Kari Vanderheuel moved to add a paragraph specifically addressing elected officials; Alderman Tim Claseman seconded the motion. The council recorded the vote as Yays: 6, Nays: 0. The resolution will be emailed to elected and appointed officials and staff and is to be signed within two weeks of receipt.
Council also voted to establish a grant subcommittee to pursue external funding for local projects. Alderman Vanderheuel proposed the panel and named members (Ed Chrumka, Laurie Szczesny, Kari Vanderheuel, Jacquelyn Schwanz and Kyla Harmon). The motion to create the subcommittee passed unanimously (motion by Alderman Mason, second by Alderman Jacquelyn Schwanz; Yays: 6, Nays: 0).
Separately, the council authorized the mayor and Alderman McKenzie to pursue formation of a human-resources subcommittee to develop HR policies, evaluation processes and staff-support measures. Mayor Gehring asked Alderman McKenzie to chair the effort; the motion to authorize the effort carried unanimously (motion by Alderman Kari Vanderheuel, second by Alderman Jacquelyn Schwanz; Yays: 6, Nays: 0).
Treasurer Luenberger presented budget adjustment reports and the council approved adjustments for the Major and Minor Street funds, the General Fund, and the Water and Sewer Fund. Each fund adjustment was approved by unanimous vote (motions and seconds noted in the minutes; Yays: 6, Nays: 0).
Other procedural actions recorded on the consent side of the agenda included tabling bill disbursement to the November meeting because of office printing issues (motion carried), and approving an "adopt-a-Christmas-tree" community event proposed in partnership with Consumers Energy (motion carried).
The most consequential procedural action recorded was a unanimous vote to enter a closed session at 7:50 p.m. to consider a complaint brought against a public officer under Michigan statute MCL 15.268(1)(a). The council later reconvened the public meeting at 9:30 p.m. and adjourned following final motions.
