WINCHESTER — John Piper, who presented an overview of a June 3 regional leadership meeting hosted at City Hall, told the Winchester City Council at a work session that leaders from Winchester, Frederick County and Clark County explored a range of regional cooperation ideas, from shared services to a small council of governments.
"I thought it was quite productive, mostly of getting everybody in the room, and opening lines of communication," Piper said, summarizing the meeting and urging discussion of next steps.
Piper said participants discussed whether some services could be consolidated for efficiency — naming schools, fire and law enforcement — but cautioned differences in how Department of Social Services units operate across jurisdictions could complicate any merger. He also flagged technical barriers to a regional 9‑1‑1 center, citing incompatible CAD and RMS systems and radio interoperability as obstacles.
Council President Sullivan described the meeting as a useful "meet and greet" and supported continuing the conversations in a more structured way. "It was a good conversation," Sullivan said. "I was glad that the other localities participated."
The presentation proposed studying a regional park authority, modeled on the Northern Virginia Regional Park Authority, to coordinate larger parks and sports tourism facilities. Paul Anofsinger briefed members on an ongoing pool survey and described potential county interest in collaborating on indoor aquatics capacity, especially at Jim Barnett.
Piper also outlined an idea for a scaled council of governments (COG) to align regional legislative priorities and amplify the Valley's voice in Richmond and Congress. "Sometimes those needs and those legislative priorities do align," he said, urging a model that would be smaller and scalable to this region.
Several councilors urged a more focused, actionable approach rather than only quarterly check‑ins. One councilor recommended identifying two or three priority projects and producing a short timeline of action items (30 days, 3 months, 6 months) so the new effort could show results. Data centers were repeatedly raised by councilors as a specific local concern that might require a targeted presentation at the next regional meeting.
Piper and councilors agreed to meet again; Winchester will host or attend a follow‑up in Frederick County in early August so the other jurisdictions can propose agenda items. Council members asked staff to return with a proposed process for how Winchester's priorities would be identified and carried to the regional forum.
The briefing closed with a call for a second leadership meeting to test appetite for a formalized COG and to prepare a list of items Winchester would want taken to the joint table.
The council did not take formal action on the governance proposal; members instead asked staff to coordinate next steps and to ensure the August meeting includes data center issues and other jurisdictional priorities.
