East Hampton Brownfields Agency to pursue DECD cleanup grant for 3 Walnut property

Chair Ryan Baldassario called the Town of East Hampton Brownfields Redevelopment Agency to order on Feb. 25 and led a brief meeting in which members agreed to pursue cleanup funding through the state Department of Economic and Community Development (DECD) for a priority site at 3 Walnut.
The Agency reviewed printed and online drafts of a grant application and discussed information provided by consulting firm VHB that the town will package for prospective redevelopers. Members said the aim is to distill market- and site-specific information from VHB’s reports so materials can be shared with companies that might redevelop Village Center properties.
Agency members set a schedule to finish the application: each member will revise an assigned section of the draft and return revisions to Chair Ryan Baldassario. The group agreed revisions must be submitted one week before the next monthly meeting so the Agency can collate and consider a final draft at that meeting. Staff indicated the DECD application deadline falls two days after the March monthly meeting; VHB-provided data is required to complete portions of the submission.
Staff reports at the start of the meeting noted the town’s POCD (Plan of Conservation and Development) survey remains open in both paper and online form, with responses due by the end of March, and that a water project is on a short pause to resolve grant-related issues. Members also discussed a UConn TAB community engagement plan that adds a story map to the town’s GIS system to support outreach and public information.
Votes at the meeting were procedural. The Agency unanimously adopted the agenda (motion by Virginia Yenkner; second by Alan Lisowski) and unanimously approved the Jan. 26, 2026 meeting minutes (motion by Virginia Yenkner; second by Robert Spooner). The meeting adjournment motion (moved by Virginia Yenkner; seconded by Robert Spooner) passed 4-1, with Chair Baldassario recorded as voting against; the meeting ended at 7:11 P.M.
The Agency did not take formal action to change zoning and staff stated no variance will be required for redevelopment planning. Members said follow-up will focus on incorporating VHB data into the application and finalizing the draft for the March meeting.
