Resident urges task force to address animal overpopulation and abandonment

During the public comment period, Terry Clark (1760 East Cherokee Avenue) urged the commission to form a task force to address what she described as rampant animal overpopulation in Enid. Clark said breeding, dumping and abandonment are ongoing, that animals are suffering, and that stronger enforcement and penalties are necessary to change behavior.
"Something has got to be done," Clark said, urging the city to take steps including a task force to oversee the issue. The commission heard the comment during the public-comment portion and did not take immediate action during the meeting; staff and commissioners did not announce a follow-up at the meeting.
