The commission appointed Thomas "Tom" Ryan to fill an at-large vacancy on the Enid Environmental Enforcement Board, voting 7–0. Mayor Mason and staff outlined that the vacancy was intended to produce an at-large Enid resident who would serve on an upcoming trial de novo appeal related to administrative enforcement action against a significant industrial user scheduled for June 22–23 if the appeal proceeds.
Tom Ryan spoke briefly at the podium, saying he would be fair and able to "look at both sides pretty equally and fairly." Staff said the appointee will be briefed by the board representative and city attorneys ahead of the hearing. The city attorney (Mandy) will represent the board; outside counsel will act as the prosecution and the company will have its own defense.
The appointment was read into the record and approved unanimously. Staff will coordinate required orientation and materials for the new board member prior to the scheduled hearing.
