City staff: downtown park design ~90% complete, bidding to follow this year

Murali said the design is approximately 90% complete and that Halff Associates has submitted a proposal to complete the remaining drawings. Staff said they plan to bring the scope and fee to the commission in July and expected final design to be completed in the months that follow, with a bidding period after design completion. Staff identified a target notice‑to‑proceed of Feb. 1 and said the goal is to finish construction before Christmas 2027.
Commissioners asked whether current earthwork was in the park footprint and Murali clarified which areas are park vs. offsite fill; staff said manholes on the north end of the property will be covered and that the grading work will settle prior to major construction.
What’s next: staff will return with a contract amendment to finish the design, and commissioners discussed scheduling additional planning meetings with Halff and downtown stakeholders before finalizing construction documents.
