Frederick County board conditionally approves several new liquor licenses, citing inspections and paperwork to finish

At its April 13 meeting the Frederick County Liquor Board granted conditional approvals to four new license applications while staff outlined inspectors’ reports and outstanding documentation needed before final issuance.
Celeste Tavern & Vine (application 262394) — Brett Novik told the board the concept will operate as a daytime coffee shop and evening pizza/restaurant at 1 S. Maple Ave in Brunswick. Inspector Harrison reported the premises were under construction and flagged outstanding items including sales & use registration, business license, workers’ compensation and occupancy; the board granted conditional approval through June 30, 2026 pending reinspection and completion of items.
Sotai (application 262405) — Applicants described a Thai restaurant in Urbana with hours and staffing plans; staff noted a missing ABLE (annual operations) training for one licensee and required completion within 30 days. The board granted conditional approval through July 31, 2026 with ABLE to be completed by the third licensee within 30 days.
Urbana Nail Bar & Spa — the applicant described offering a complimentary glass of wine to salon clients; Inspector Smith said a full inspection is required prior to issuance. The board granted conditional approval through June 30, 2026 with reinspection and verification of outstanding items.
Masa Sushi & Hibachi — prospective operators described a full‑service sushi and hibachi concept in Urbana and presented a thorough alcohol‑safety plan. Inspector Smith again reported a pending reinspection because of ongoing buildout; the board granted conditional approval through June 30, 2026 pending verification of remaining items and reinspection.
Across applications staff stressed that final licenses will not issue until inspections, sales & use registration, business licenses, tax releases and other threshold items are verified. Several applicants described training plans, ID‑checking policies (no vertical IDs) and daily staff reminders to reduce the risk of sales to minors.
