Panel says full‑wall mural at 120 W. Cork ‘does not conceptually work’; applicant invited to scale down
Summary
The Peter Bullock Foundation sought conceptual approval to paint a mural on the rear façade of 120 West Cork Street. Board members said a full‑facade mural would dominate a residential block and asked the applicant to return with a smaller, human‑scale design and neighbor input.

The Peter Bullock Foundation presented a conceptual proposal to place a mural on the rear façade of 120 West Cork Street, citing the building’s artistic mission and community‑engagement potential. The foundation’s executive director said the group prefers paint directly on siding or a non‑penetrating mounted piece and emphasized community collaboration with adjacent neighbors and institutions such as Braddock Street Early Learning Center.
Board members commended the foundation’s artistic mission but repeatedly raised concerns about scale and context. "I just think it's not the right location," one board member said, noting that the house reads as historic residential and that a full‑wall mural would become the dominant visual feature on Cork Street. Members described the rear façade as highly visible from surrounding angles and asked applicants to consider a smaller composition or human‑scale panel rather than painting the entire wall.
An architect who worked on the building’s earlier renovations and the project architect both said some art elements already exist on the property and argued a smaller, contextual mural could be appropriate. The foundation said it is flexible and willing to pursue a design limited to a portion of the façade or to return with alternate concepts after community discussions. Because the item was presented as a conceptual review, no motion was required; the board’s guidance was that the current full‑facade concept should be scaled back before returning for further review.
Next steps: applicants were advised to consult immediate neighbors and to present scaled alternatives and mock‑ups to the full board when a full board is present.
