Valentine Reid called the meeting to order and said the three proposals were "thoughtful and thorough," and that project ideas could be pulled from each proposal as needed. The board agreed to phase work over several years as funding becomes available.
The group prioritized a set of immediate projects: constructing a standalone accessible bathroom building so existing restrooms can be repurposed for storage and moved away from the grandstands; improving parking; and upgrading the exhibit hall. Participants said exhibit-hall upgrades could include adding one or two bathrooms, installing heating to enable year-round use, and maintaining the hall’s role as an emergency space.
The meeting also covered repairs to the tennis courts and work at School Street as part of the broader project scope. Officials discussed pursuing grants for heating systems, sewer upgrades and other needs, and emphasized combining grant awards with local funding to meet match requirements and maximize total project dollars. Specific grant programs or dollar amounts were not specified.
A proposal to add benches at the fairgrounds was raised as a possible project for Franklin Technical School to undertake; the group noted someone would follow up on that option. The board discussed that parking-lot repairs would most likely use gravel or TRG rather than pavement and would include plantings to address bank erosion. Attendees also flagged the need to follow up on internet access at the fairgrounds.
As next steps, the administrator was directed to draft requests for proposals for the prioritized projects, coordinate with the Park and Recreation chair, and consult the building department about permitting requirements. The meeting was adjourned at 6:45 p.m. on a motion by Valentine Reid and a second by Jared Bellows.
