Assessors sign excise tax warrants, schedule CAMA upgrade and grant two abatements

The Carlisle Board of Assessors carried out several administrative actions at its Jan. 27 meeting: the board signed Assessors Warrants to Collect Motor Vehicle and Trailer Excise Tax (Commitment #7 for 2025 and Commitment #1 for 2026), was briefed on a planned CAMA software upgrade for April, and entered executive session to review abatement applications.
Principal Assessor Brian Macdonald told the board the department is scheduled to upgrade its CAMA (computer-assisted mass appraisal) software in April, noting the current software was developed in the 1990s and that vendor support for the legacy client will likely be discontinued in coming years.
Later the board voted to enter executive session at 9:00 a.m. under MGL c.59, §60 (Purpose #7) to review abatement applications; the motion to enter executive session was made by Chair Ken Mostello, seconded by Mr. Modeen, and carried 3-0. The minutes record that two real-estate abatements were granted in executive session for 274 Heald Rd and 387 East Riding Dr; the minutes do not list the abatement amounts.
The meeting adjourned at 9:33 a.m. The minutes were signed and submitted by Assessor’s Assistant Frank Schembari on March 3, 2026.
