Commission issues enforcement order for unpermitted wetland fill at 509 South Street

The Carlisle Conservation Commission voted on Jan. 22 to issue an Enforcement Order to address unpermitted filling of bordering vegetated wetlands and the 100-foot buffer at 509 South Street.
Conservation Administrator Meghan Sullivan said the violation was first observed in August 2025, with follow-ups later that year. A wetland scientist retained by the property owner found an earlier wetland delineation that helped determine the extent of the fill. Owner Jessie Pescatore attended the meeting and said they were willing to comply; they are waiting for survey work by Stamski & McNary once snow conditions permit.
Sullivan recommended requiring a restoration plan by March 23, 2026. Commissioners discussed coordinating an after-the-fact Notice of Intent with a restoration plan so the owner could propose permitted uses within the buffer while ensuring restoration of filled wetlands. The Commission voted to issue the Enforcement Order requiring a restoration plan by March 23 and an after-the-fact NOI for any proposed retained fill; the motion was moved by Navneet Hundal and seconded by Melissa Webster.
