Westfield board discusses Barcelona Harbor vendors and waterfront projects; attorney recommends vendor policy

Board members reviewed ongoing harbor matters, vendor requests and community planning for Barcelona at the June 4 meeting.
Leo Wilson, owner of Gelatinos Italian Ice and a food-trailer operator, asked the board for permission to vend at the Daniel Reed Pier or at a town-owned parking lot across from the Barcelona Market. Supervisor Martha R. Bills said this year was the town’s first time allowing a food vendor at a designated location at the pier, and that requests are increasing.
Town Attorney Joel Seachrist recommended that the board draft a municipal policy to set clear rules for food-truck locations on Town property in Barcelona. Health Department representative Jeffrey Mitchell (present on behalf of the County) said the County is requiring documentation to show a relationship between an applicant and the municipality and that a Certificate of Compliance can be issued from the Code Office when a Town special-use permit is not required.
The board also heard updates about dredging, the NYS lighthouse project, parking and other day-to-day harbor operations, and a forthcoming Taylor Road survey. The Lakefront Water Revitalization Plan committee continues monthly map and boundary reviews, and the Comprehensive Plan steering committee plans community outreach at the June 28 farmers market.
No formal board action on a vendor policy was taken at the meeting; Attorney Seachrist’s recommendation was advisory, and the board asked staff to draft policy language for future consideration.
