Westfield board advances East Route 5 water district planning, sets April hearing and authorizes loan resolution

At its March 5 meeting the Town Board advanced plans for improvements labeled East Route 5 Water Benefit District No.2 and took two formal steps: it approved a loan-resolution form (Resolution No. 25 of 2025) referencing U.S. Department of Agriculture (USDA) RUS Bulletin 1780-27 procedures, and it adopted Resolution No. 26 of 2025 calling a public hearing on April 2 on a proposed North Town Water District improvement with a maximum estimated cost of $4,951,400.
Resolution No. 25, introduced by Councilmember James Herbert, contains standard Rural Utilities Service (RUS) loan-resolution provisions. Within the RUS form the printed principal amount appears as "Three Hundred Fifty Thousand & 00/100" in the motion text; the same resolution also includes language authorizing acceptance of a government grant in the amount noted in the form as $1,313,000 "under the terms offered by the Government." The earlier public-notice language in Resolution No. 26 states the town proposes financing that includes an estimated $2,119,000 grant from the U.S. Department of Agriculture with issuance of serial bonds for the balance.
Resolution No. 26 describes project scope as approximately 23,100 linear feet of 12-inch and 6-inch water main, services and meters, and fire hydrants. The resolution estimates the cost to a typical one- or two-family full-time resident in the benefited area as $1,058 per year (including $429 per year water costs and $25 per year North Town Water District costs). The Town Clerk was directed to publish and post notice in the Dunkirk Observer and Westfield Republican and to conduct the hearing on April 2, 2025, at 7:30 p.m.
Both resolutions were approved or adopted by unanimous vote. Next steps: the public hearing on April 2 will gather public comment on the proposed East Route 5 improvements and financing; the board's resolution text records multiple possible funding elements (USDA grant(s), bonds) and requires additional steps if USDA assistance is pursued.
