The State Civil Service Commission voted to amend Rule 18.15 and add Rule 18.17 to align personnel decisions with the state's new continuous performance management (CPM) system.
Staff described a gap created by the CPM transition: a December 31 "transition" rating that was not a full-year CPM rating. The changes specify that transition-period ratings cannot be used for layoff, relocation or inclusion on a departmental preferred reemployment list (DPRL), and that, until CPM ratings are available, agencies should use the last full overall rating effective July 1, 2024 for eligibility decisions including promotions, details and market-adjustment eligibility. The rule addition will remain in place until March 1, 2026, or until an employee receives a CPM rating, whichever comes first.
Sherry, a State Civil Service presenter, told commissioners the modification simply ensures the ratings used for personnel actions are consistent and based on a full rating cycle. The commission adopted the revisions and set the effective date to Jan. 8, 2025, the date of a previously missed January meeting.
The practical effect: agencies will not penalize employees based on the interim transition rating while CPM rollout continues; HR offices should use the July 1, 2024 rating for specified eligibility determinations until CPM ratings are issued.
