The committee recommended City Council approve a rezoning request at 305 East Piccadilly, the former Timbrook House parcel that transferred from city ownership to the Economic Development Authority in March. Staff said the parcel was rezoned to EIP in 2007 to house a drug rehabilitation program; the EDA now seeks to return the site to HR‑1 to enable redevelopment and to put the property back on the tax rolls.
EDA materials describe a proposed duplex and the expectation that a conditional use permit (CUP) will follow for two‑family or attached townhomes under HR‑1 standards. Planning staff said the parcel meets size standards for a CUP and planning commission recommended approval. Committee members welcomed the return of the parcel to taxable use and asked to reserve design and elevation questions for the future CUP/site plan stage.
The committee made and passed a motion to forward the rezoning to Council with a recommendation for approval. The rezoning would allow the EDA to pursue a CUP and site‑plan approvals as the next steps.
