Planning Board scales back Master Plan funding request and refines ATM zoning article drafts

At the Jan. 26 meeting the Dover Planning Board reviewed a memorandum and working draft of zoning articles for the 2026 Annual Town Meeting, including proposed Site Plan Review and ADU amendments, and discussed the Master Plan funding request.
Town Planner Melissa Santucci‑Rozzi presented an amended Master Plan budget proposal and a working draft of Site Plan Review updates. Member Katie Williams said she favored increasing the request from $150,000 to $175,000 (the original request had been $200,000), arguing an updated Master Plan would provide long‑term value to the town. Chair Carol Lisbon said, after review of foundational reports and timing considerations, the board concluded a lower budget request was prudent.
Planner Santucci‑Rozzi also suggested holding a joint meeting with the Board of Selectmen (per Ch. 185‑40) to coordinate the bylaw update process. The board scheduled follow‑up items and noted Town Planner availability to present OpenGov training to the board or staff. Vice Chair Jody Shue will serve as chair for Planning Board meetings on Feb. 9 and Feb. 23; Member Val Lin will serve as point person for the Town Caucus on March 2.
