Capital Budget Committee receives school facilities updates; Chickering HVAC work and $2M high school roof placeholder

The Capital Budget Committee met remotely Jan. 27 and heard updates from Dover Public Schools and the Dover-Sherborn Regional School District on upcoming school facility work, including HVAC replacements at Chickering School and a $2 million placeholder for a high school roof project.
Committee members recorded attendance and unanimously approved minutes from Jan. 13 and Jan. 20, 2026. The meeting was called to order at 7:02 p.m. and adjourned at 7:47 p.m.
Representatives from the districts reported that Chickering School has no capital request for FY27 but that an HVAC study is underway. The presentation listed two rooftop units (RTUs) more than 20 years old slated for replacement across FY28 and FY29; the replacement work would add air conditioning for the computer room and office suite, replace two air handlers and four interior units, and add ventilation for the cafeteria. A roof replacement for Chickering was described as a placeholder in later years, with no immediate issues identified.
For the Dover-Sherborn Regional School District, presenters provided gross cost estimates and a proposed Dover/Sherborn split of 53.47 percent (Dover share). The high school roof was listed as a $2 million placeholder that would include skylight replacement in the library. Design and bid documents are in progress, with bids expected March 6, 2026; committee members were told a copy of the bid documents will be sent to the Capital Budget Committee when available. The presentation clarified that planned skylight work targets the library and not the planetarium, which the district expects to remove from the project scope.
Presenters said the Massachusetts School Building Authority (MSBA) is unlikely to be an available funding source for the roof because the roof’s age is below the authority’s minimum eligibility requirements; the district said it is looking at alternate funding options. Committee members discussed coordinating with Department of Public Works liaisons, with Chair Barry Goldman identified as the committee contact for that coordination.
The committee scheduled its next meeting for Feb. 3, 2026 to follow up on bid documents and liaison coordination. The meeting minutes were signed and the session adjourned at 7:47 p.m.
