Engineer: proposed house elevation to 15 feet exceeds AE12 requirement; commission issues determinations
Summary
Moran Engineering reported plans to raise a West Dennis house so the first floor would be at 15 feet (design flood elevation AE12 = 14 feet). The commission closed the RDA and issued Positive 5 and Negative 2 determinations, both 6-0-0.
Dan Croteau of Moran Engineering presented a Request for Determination for 36 South Village Road in West Dennis, describing plans to jack up an existing house, create garage and storage space underneath, and add access stairs and a walkway.
Croteau said the property is just outside the LIMWA in zone AE12, where the design flood elevation is 14 feet; the proposed first floor elevation of 15 feet exceeds the requirement and includes six flood vents located six inches off the slab. He said the elevation is intended to improve neighborhood safety and could reduce flood insurance costs. After discussion, Commissioner Hulst moved to close the hearing; Commissioner Norman seconded. The commission voted 6-0-0 to close the hearing, issued a Positive 5 Determination that the area and work are subject to the Town of Dennis Wetland Bylaw, and issued a Negative 2 Determination that the described work would not alter the protected area.
The determinations do not authorize construction; they establish the local wetlands jurisdiction and whether the proposed work is likely to alter protected resource areas. Any further permitting or building permits will follow local and state filing requirements.
