The Dover Planning Board on Jan. 26 approved a preliminary site plan for a 2-car accessory garage at 38 Mill Street, voting unanimously to grant the application with conditions.
Applicant Lawrence A. Gordon, represented by architect Andrew Baker, proposed a two-car garage with a 676‑square‑foot interior (footprint 26 by 26 feet; exterior dimensions 28 by 28 feet including a 1‑foot overhang). Town Planner Melissa Santucci‑Rozzi told the board that abutter Benjamin Taylor raised concerns about potential lighting on the new structure.
The board’s approval, moved by Vice Chair Jody Shue and seconded by Member Val Lin, included a condition that any future lighting installed at the garage shall not spill or glare onto adjoining properties. The decision also requires compliance with the Conservation Commission’s Order of Conditions and permits administrative approval of minor plan modifications by the Planning Board chair prior to issuance of a building permit.
Additional conditions clarified that the accessory structure is approved for accessory use only to the primary single‑family dwelling, that future alterations must comply with the Dover Zoning Bylaw and may require further Planning Board review, and that construction equipment use is restricted to weekday hours (7 a.m.–6 p.m.) and Saturday mornings (9 a.m.–1 p.m.) under General Bylaw Chapter 93.
The motion passed on a 5‑0‑0 roll call vote.
