Select Board approves All Facilities Permit rules and modest fee increase; opens Annual Town Meeting warrant

Chair Ellen Maher opened the Annual Town Meeting warrant and reminded residents that citizens' petitions are due Feb. 18, 2026. Town Clerk Legge reviewed the 2026 All Facilities Permit rules and regulations, and Select Member Paul Grady moved to approve the rules "sans the price list," a motion the board approved unanimously.
Interim Town Manager Michelle Leary presented a modest increase to All Facilities Permit fees for FY27, saying the increase will take effect March 1, 2026, and that the administration plans to re-evaluate fees for FY28. Leary explained that the town purchases the town bags under contract and is reimbursed as they are sold, and that a substantial fee increase could push permit holders to private haulers.
Select Member Julie Rollins asked why a previously cited contingency number ($385) was not used; Leary said town leaders concluded a much higher fee would risk losing permit holders. Select Member David Farrag thanked Leary for clarifying that not all revenue from fees flows to the Regional Transfer Facility.
The board also received a FY26 year-to-date budget report from Town Accountant Beth Mosley, who said Q2 revenues are slightly above last year, expenditures are generally on target, snow-and-ice removal is projected to overspend, and police and fire overtime are the largest expenditure pressures.
The Select Board approved the permit rules and the fee and bulky-waste price increases by a recorded "all in favor" vote.
