Ad Hoc Committee on POCD agrees to transmit draft plan to CRCOG and Mansfield Town Council

At its March 26, 2026 meeting the Ad Hoc Committee on the Plan of Conservation and Development reviewed draft goals and strategies, requested several chapter edits (including stronger UConn recognition and acknowledgment of indigenous history and slavery), and agreed by consensus to transmit the draft to the Capitol Region Council of Governments and the Mansfield Town Council for further review.
The Ad Hoc Committee on the Plan of Conservation and Development reviewed a draft of Mansfield’s POCD at its March 26, 2026 meeting and agreed by consensus to transmit the draft to the Capitol Region Council of Governments (CRCOG) and the Mansfield Town Council for further review.
T. Pignatelli provided a progress update and walked the committee through the draft mission statement and each chapter. Committee members raised chapter-specific edits: Schurin said the draft now includes stronger recognition of the University of Connecticut; Moran urged that the plan acknowledge indigenous history and the effects of slavery in the region, and staff said they are addressing indigenous history and would look into how best to acknowledge the history of slavery.
Members debated where to locate actions directing collaboration with UConn, discussing whether those items belong in Chapter 6 or Chapter 5, and asked staff to consider placement and clarity. The committee requested replacing some images in Chapter 7 to better represent small-lot single-family homes. Chapter 8 prompted discussion about the appropriateness of complete-streets language and pedestrian-safety tradeoffs. Several refinements to strategy language in Chapter 9 were proposed, and members asked staff to add a new strategy on sustainability in Chapter 10 (to be listed as Strategy 10.4, addressing capital projects).
Procedurally, Carrington moved and Ferrigno seconded a motion to approve the Oct. 16 meeting minutes as presented; the motion passed unanimously. Later in the meeting the committee reviewed the working schedule for adoption and agreed by consensus to transmit the draft POCD to CRCOG and to the Mansfield Town Council for formal consideration.
The meeting recorded no additional formal votes on the draft itself; staff will incorporate the requested edits and next steps include the external reviews by CRCOG and the Mansfield Town Council. The committee adjourned at 10:41 a.m.
