Westfield approves special use permit for Westfield Maid Cooperative to package juice pouches, sets conditions

The Town Board of the Town of Westfield voted unanimously on April 2, 2025, to issue a Negative Declaration under SEQRA and to grant a Special Use Permit to Westfield Maid Cooperative, Inc. to develop a light food manufacturing facility at 7505 East Main Road for the production and packaging of juice pouches.
Supervisor Martha R. Bills opened a public hearing on the application; Code Officer Kenneth Shearer presented the application and said the Planning Board recommended removing the word "grape" from the application language because the facility may receive any fruit or juice rather than grapes specifically. The Planning Board and the Town required that the facility be limited to packaging (no on-site processing) and that the structure comply with all applicable building, fire and permit requirements, including wastewater handling and transport to the Westfield treatment facility.
The special permit adopted by the board includes the following conditions: the facility shall be limited to light manufacturing consistent with the zoning code (processing and packaging of natural food products such as juice pouches); no hazardous or noxious processes shall be conducted on site; the structure must comply with all local building and fire codes and obtain applicable permits for wastewater, electrical and water system improvements; wastewater collection and handling shall be provided for transport to the Westfield treatment facility; the permit is non-transferable and expires automatically if work has not begun by April 1, 2026; and if perimeter fencing is later installed the applicant must seek a permit modification and may be required to add landscaping, screening or other mitigation.
The Chautauqua County Planning Department provided an advisory letter characterizing the matter as local in scope. The Town Clerk reported no written comments were received; Code Officer Shearer said a few neighbors provided positive feedback to his office. The board approved the Negative Declaration and the Special Use Permit in separate unanimous votes.
