Westfield board approves $4.95 million expansion of North Town Water District, plans bond financing

The Town Board of the Town of Westfield voted unanimously on April 2, 2025, to approve an amended plan to increase and improve facilities in the North Town Water District and to proceed with financing that could include serial bonds totaling up to $4,951,400, offset by expected grant funds of approximately $3,674,600.
The board said the revised map, plan and report prepared at the Town’s direction estimated the project cost increase was driven by higher construction bids and did not materially change the project scope. The project will generally include the installation of about 23,100 linear feet of water main, water services, meters and fire hydrants, plus associated site work and equipment. The board also recorded that the project underwent environmental review and a negative declaration under the State Environmental Quality Review Act (SEQRA) was issued.
Town officials said the increase in cost raises the amount of bonds to be authorized; the board adopted an amending and restating bond resolution that increases the authorized serial bonds from $2,732,000 to a maximum of $4,951,400 and delegates authority to the Town Supervisor to issue bonds and, if necessary, bond anticipation notes. The resolution specifies that bond proceeds may be offset by federal, state, county and/or local funds, including anticipated grant funds cited in the record.
The resolution directs the project engineer to prepare plans, specifications and an estimate of expenses and authorizes preparation of a proposed contract for the work. The board’s action also affirms that, unless paid from other sources, costs will be paid by special assessments on benefited parcels and, if assessments are insufficient, by Town-wide taxes as provided by law.
The measure passed on roll call with Supervisor Martha R. Bills and Councilmembers David Brown, David Spann, James Herbert and William Northrop recorded as voting aye. The board announced the next procedural steps: final plans and contract documents will be prepared and the Supervisor is empowered to manage bond sale mechanics under Local Finance Law.
Public comment at the April 2 hearing included 18 attendees in favor and no speakers in opposition; no written objections were filed.
