The Hillman Village Council voted July 16 to increase General Fund expenditures by $400,000 to facilitate demolition and remediation at 300 State Street under a Michigan Brownfield Redevelopment and Remediation pass‑through grant.
Manager Dave Post told the council the village will act as the grant facilitator and "we will pay out the vendors and be reimbursed by EGLE," adding the project will require quarterly reporting but "there will be no expense to the Village of Hillman." President Dave Hornbacher moved the budget increase, which Trustee Stephen Orlandi supported; the motion passed unanimously.
Post said three contractors visited 300 State Street to review bid requirements and that bids are due Aug. 15. He also reported the building owner engaged Bob Kenyon to prepare revised building plans and plans to reopen the site as Black Squirrel Bakery.
The council recorded that the $400,000 is a pass‑through arrangement with reimbursement from EGLE; the village will cover initial vendor payments and file required reports to secure reimbursement. Post described the arrangement as not imposing a net cost on village taxpayers.
The council did not set a construction start date in the meeting. Next procedural steps noted by staff include receiving sealed bids by the Aug. 15 deadline and executing the pass‑through grant paperwork with the Michigan Department of Environment, Great Lakes, and Energy (EGLE).
