Owner of planned 300 State Street bakery seeks village help to replace driveway and sidewalk

A developer planning a bakery at 300 State Street asked the Village of Hillman to help pay to remove an existing driveway and install curb, gutter and sidewalk along State Street; council asked for a firm cost estimate and said pavement with striping would remain along part of Second Street.
Robert Kenyon addressed the Village Council Sept. 3 with plans to build a bakery at 300 State Street following demolition of the previous Sports Center building. He told the council the site has been cleared and that the existing driveway exits onto State Street. Kenyon asked whether the village would assist financially in removing the driveway and installing new curb, gutter and sidewalk on State Street; he said contractor Elmers would perform the work if the village supported the request.
Council members also discussed a separate drive on Second Street where an existing sidewalk ends near an alley. Trustees noted roughly 13 feet of pavement at that location. After discussion the council agreed to retain pavement on that Second Street stretch and use striping to mimic a sidewalk there, while requiring concrete sidewalk replacement along State Street.
Manager Dave Post said he would check with Grant contact Sagassar about any leftover sidewalk-grant funds that might be applied to the request. The council asked Jamie MacArthur to provide a firm cost estimate of the curb, gutter and sidewalk work to Post before the next council meeting.
DPW Supervisor John Burr suggested placing a pocket-park unit at the DPW garage; MacArthur offered that, if the village placed a pocket park on her property, she would maintain it.
Next steps: MacArthur will provide a written cost estimate to Manager Post, and Post will report back at the next council meeting on possible grant funding.
